without knee wall refers to the window - horizontal windows, i.e. roof windows, do not have a knee wall, dormers do :)

The amendment from 1990 allows you - with DN 40° - a transverse gable, thereby gaining a full standing height over a maximum of ⅓ of the eaves length.
