To install "normal" windows, you probably need a 2nd full floor - everything else is not a solution, but a condition. Otherwise, you are always looking at the roof or, when standing, not directly through the window.

Thank you for the answers.

What would a dormer cost for you , which would then equip two adjacent rooms each with a floor-to-ceiling window. Without the dormer extending into the ground floor. Something like in the attached picture. I’m just wondering what would be cheaper. Going directly to 2 full floors (which is allowed) or a dormer.

A dormer arises when the masonry is "carried into" the attic; exactly as shown.

The illustration shows a flat roof dormer - we would execute it differently from the side - I can only estimate the width of the floor-to-ceiling elements; "normal" would be 1.01 m + masonry between the windows, so the total width of the dormer is roughly a good 3.50 m. I would say - even if transom windows are to be installed instead of French balconies - you are looking at good TEUR 5 upwards.

Edit: sorry - Paderborn is somewhat cheaper; so let's say from TEUR 4.5.

Ok thanks for the assessment... well, we'll see if Paderborn is cheaper. I have to check what my general contractor says, unfortunately he is on vacation this week and I can't request any prices.

What if a knee wall of 1.67m results from the eaves height of 3m (in a split-level house on a slope)? Too low for normal windows, but actually too high for roof windows to look out. How can one cleverly argue with the [Bauaufsichtsamt] to get more eaves height (knee wall)?

As a rule: not at all, if it concerns a development plan area. In a §34 area you have a better chance of success.
