We withdrew from a purchase contract (notarial) last year and did not have to pay real estate transfer tax. But I think only 20-30 days passed between purchase and sale. It still cost nearly 9k in tuition fees (which we were very, very happy to have spent in hindsight).

We also build in the West Palatinate in the city, only with us the standard land value is 310€. We bought for 330€.
I only know such prices from Hambacher Höhe, but the new development area seems to be elsewhere.
Being able to build in Neustadt is really connected with a lot of luck. I would start planning if I were you.

Now that you have chosen the smarter way, maybe you should interview your spam suspicion folder. I replied to you on Monday at 8:27 PM.

380,000 euros just for the plot? But if I buy a plot, I have to be aware that the house will surely cost another 400,000 at least.

We also have local heating from a biogas plant and pay a proud 5 cents per kW and 250 euros basic fee, so we were at just under 1,000 euros for heating. Heating cheaper is hardly possible, aside from the fact that we neither need a chimney sweep nor customer service.

Then, of course, the costs come from the utility provider for the house connection, the district office for the surveying of the building, notary fees, and so on, all that is added on top.

We built with local craftsmen whom I have known for a long time and know whom to call; I also have known the contractor for years. I really had no desire to go with such house building companies, as they usually build cheaply and charge expensively.

And district heating operates on a cooperative basis; we were also skeptical, but we couldn’t have done it better.

And in the end, we were absolutely within the cost estimate despite various changes.
