I consider a "fundamentally positive assessment from the official side" a thorough misinterpretation. Not quite an expensive meadow, but at least buildable to a much smaller extent than dreamed of. And I have at least not yet read that you have the spare change for land speculation. And that is what I would call it if you still have to wait an estimated six years until you can stake out the construction pit.
