I wouldn't have thought that the letter drafted by the notary is so ridiculous? Because it only states the truth...

The property comes from the municipality and we are building with a general contractor of our choice...

The notary said he has drafted such a letter for every property in the settlement so that the buyer does not have to deal with such potential inconveniences from the tax office...

And because he can make money from it, maybe even more...? I mean, why should one pay for the fact that one can also subsequently inform the tax office with the municipality about a land seller, when it can be made clear without much effort that the municipality does not have a construction company?

But if you bought the property from the municipality, that was actually completely unnecessary. The tax office is hardly likely to think that the municipality is also the general contractor or something like that.

The municipality operates as "Kommunale Siedlung- und Entwicklungsgesellschaft Wittlage mbH (KSG). I do not know if they have their own construction company for development, etc.

That was a good idea - but only from the notary... so he earns more money. Legally pointless and completely irrelevant for the tax office!
