It doesn’t seem that rare that something is lying where it doesn’t belong. For my brother, a gas pipe was exactly where he wanted to set the foundation for his garage on the border to the sidewalk. The pipe was relocated by the municipality within a short time into the adjacent sidewalk, but the garage construction was still delayed.
