Just a quick piece of feedback from me. We have to pay the 3000€ relocation fee, as already mentioned above this is based on the polluter-pays principle, they rely on that and absolutely refuse to negotiate. The 3000€ is one thing but the actual relocation can take up to 12 weeks! That sets everything back, and by a lot. My personal opinion is the idiots in the GDR messed something up and now we have to stand for it.

If you had read point 2 from Kaiman and if that should be correct, then it was messed up in the post-reunification period because it was not carried over. You can't just apply current law to GDR times when it wasn't even registerable back then. Have you ever consulted a lawyer? Before I would pay 3000€, I would first have an initial consultation with a lawyer. The hundred euros wouldn't bother me at that sum, assuming you even have to pay for the initial consultation.

I also spoke with a lawyer who said that I should try to negotiate with them and that there is nothing more that can be done.

Specialized lawyer for utility easements? I would strongly recommend that! If TEN really wants to impose all the costs on you, I would consider your claim for removal according to §1004 paragraph 1 of the Building Code together with a specialized lawyer. The obligation to tolerate no longer applies. Set a reasonable deadline for removal, I would suggest 4-6 weeks here.

You have to take that on yourself first, planning and ordering excavations on a property without utility information amounts to organizational negligence. But since you are already with a lawyer, you can also raise the issue of the missed obtaining of the utility information from the civil engineer. Although no direct damage has occurred, there is additional effort/costs due to the foreseeable delays.

You have to turn the shoe around. The line is in place but not secured. Demand the securing through a servitude, only then will something move.
