Hi,
at these temperatures, you first have to be supplied with concrete at all.
When delivered, you will receive winter concrete. This contains certain additives that take the weather conditions into account. There are various mixes with corresponding processing instructions and requirements. This is *not* a disadvantage; the concrete quality is always excellent.
Your civil engineer must work according to these specifications regarding the mix (or not start the work if it is not possible).
A good civil engineer really knows this by heart.

These additives are usually an increase of cement. Furthermore, the concrete must not be exposed to temperatures below 10 degrees for 3 days, otherwise the concrete or its structure can be damaged.
