Position of garage on property, specification in development plan

Have you read that in the development plan? With a 2.2 height difference on the property, I can only recommend prioritizing the outdoor area during planning. Show me pictures of the property boundaries of your immediate neighbors.

I have the feeling that either the building authority is quite flexible or the builders are ignoring the development plan.
