It is a real mystery to me why no one simply conducts a meaningful measurement here instead of continuing to speculate? And no, a speed test with an old Android smartphone on some website is not a meaningful measurement.

If the values then remain relatively the same at different times, it is enough to estimate whether the access is the problem or if there are issues within the internal network.

Iperf can still be used then but requires some basic knowledge that not everyone has.

If you have a second notebook at hand and know how to set up a share, copying a single large file from one NB to the other is a better indicator for the internal network than any speed test to any servers on the Internet. For a test from the net, a download from the gaming platform Steam is quite a good indicator. The servers are usually well accessible and consistently equally fast. As has often been written, the connection to the Internet is one thing, but the one in the home network is another.
