Don't look a gift horse in the mouth. Three meters forward would then be partly over the current basement and partly in front of it. The basement would practically have to be demolished already, which is hardly cheaper than bringing the house entirely new onto the ground – so both together, and that then costs double. The affordability of the plot was no coincidence. How sure are you that moving it three meters forward would even be possible – space on the plot alone is not enough; there are also building limits / building lines / building windows, the previous building will quite by chance not have this position.

Well, the line to the other houses is still 3 meters forward. Not necessary, but you can ;-)

Do you know, with your preferences, how expensive a filling (sand, gravel - dry, of course - exactly your specialty) would be?

Before you actually buy the property with the intention to build there, you should determine (have determined):
- The condition of the cellar, can it be built upon or does it need to be removed (yes/no)?
- What is allowed to be built? Building limits, i.e., where, and which type of construction?
- Optional: What needs to be done to the cellar in order to preserve it (energy-wise, structurally)?

These questions cannot be answered by the forum. Someone knowledgeable has to be on site! If you then want a written, reliable statement*, that person with expertise must also have a certificate for it ("expert" for question 1, architect for question 2).

A ballpark figure for demolition, disposal, filling (so that a base slab can be founded) might be provided by a civil engineering contractor (+/- 50%), if you ask nicely.

* which you could, if applicable, use with a financing bank.

Unfortunately, I can't tell you. My great-great-granduncle did deal with molding sand and gravel, but only up to 31 years before my birth...
