Paving stones in the garage sink due to the car (thermal insulation)

I would leave out the insulation completely. I wouldn't be surprised if the saltwater has destroyed the insulation.

Yes, the insulation bothers me too, but it is sealed with bitumen sheets.

Styrofoam insulation and then bitumen sheets welded as a barrier. For a garage? That would work for a terrace. But 2 tons point-loaded (4 tires) on it, that won't work. Anything except a new construction will not be satisfactory. I would completely dismantle it. The ceiling to the basement should be sealed. On that, proper Styrofoam, sealing, and a floor slab. Then it will hold.

I would be surprised by that, because EPS is not affected by that at all. Probably the wrong compressive strength was chosen here and the weight of the cars acts too point-loaded.

You don’t just tear insulation away either. That would probably lead to condensation forming on the ceiling in the described basement with corresponding damage potential. So not good advice.

I also think more of a dismantling, putting in XPS, sealing, and load distribution through a screed, slabs, or however.
