The discussion is pointless: the fact is that the parquet is ruined - because it was not covered. Once the person who should have covered the parquet is found, it also means the person who has to fix it (with work and/or money) is found. I would never ever accept something like that.
The OP could not care less who caused the damage. The responsibility for this lies with the developer. Up to the point of acceptance, they must ensure that the individual trades are protected, including from their own contracted craftsmen.
The developer can then take the trouble to find the culprit in order to possibly recover the money from them.
