Painting work for new construction at Q2 walls

uhm what do you like then? Some can't stand textured wallpaper, others only want the sunset wallpaper.
In the end, everything has its pros and cons, but after 3 years it doesn't look nice anyway and you want something else.

So if you want to paint the wall directly, without putting wallpaper or another plaster on it again, I would take q4, otherwise q3 is more than enough. There are nice "texture paints" that are mixed with a kind of sand and create a rough texture on the wall, without losing the pigments on the floor. I think something like that is quite resistant, looks nice for a long time but is somewhat more expensive than normal paints.

We received our 150 sqm house in Q2 as well, although it can be said that Q2 is not the same everywhere, according to the acceptance inspector. And still, there were one or two defects at Q2 that had to be fixed, but they were no big deal. Just to get from Q2 to Q4 means a lot of work, ergo money. The tendency with what you are planning is rather in the direction of 15k, but it also depends a lot on where you live (metropolis or rural?).

Our cats have very much enjoyed scratching the woodchip wallpaper until it was all gone.
