Yes, namely that without an explicit exception, the mentioned principles of § 6 paragraphs 4 and 5 BayBO apply to the distances of the buildings, which refer to the height H and then require at least 3 m. In case of doubt, significantly more than 3 m!
Retaining walls are therefore not involved.
You have to determine how high your building is supposed to be for the value "H" and what factor applies there in the building zone for the value of the height "H", possibly 1.0 (pure BayBO), 0.5 (in core areas), 0.4 (by statute). A call to the building authority is wise.
