The fence height limit applies to boundary fences. You can plant a hedge or bushes (or nothing at all) on a 2-meter-wide border strip along the streets and then have a higher fence. You can come to an agreement with neighbors; they don't want a nuisance on their property either. The overall loss of the border strip area is usually small since you plant privacy screens anyway.

At our current house, only front garden fences of 70 cm are allowed. Since our dog would jump over it with a leap, or possibly bite if someone reached over the fence, we simply made the fence 1.20 m high. The neighbors who built after us now also all have front garden fences that are 1.20 m high. Nobody has ever complained about it.
