Old building on property - Bungalow extension - Various problems

Hello,

a question now for the old hands, because I simply cannot believe it - there is an existing building on a plot of land that allows for an infill development of 95 sqm. Unfortunately, the existing building sits quite large and with window openings on the relevant side right in the middle.

So I would like to add a bungalow there (in compliance with the development plan and fire protection), but I can’t find out what it would cost - because on that the whole feasibility depends.

Now it is said that an architect could plan within my budget....
The architect then asks a builder, who in turn said he would need a plan to determine what it costs. That means I am supposed to commission the architect to draw a plan and will initially be out 300 or rather 3,000 euros (realistic?).
The architect needs the assessable costs for his billing - what exactly does he set here if the costs only become clear after his plan? So he can’t tell me in advance what his drawing will cost?

Is it really like this - I make a contract with an architect to draw a plan, based on a fictional construction sum for his billing, and then it turns out afterwards that it’s not feasible because it’s actually too expensive - ?

And by the way, honestly, it can’t be that, even in Bavaria, the construction prices for a plain, unadorned standard house with 4 walls, a few small rooms, and a roof are so ridiculously high that no normal person can afford it anymore... Could it be that construction companies charge these horrendous prices due to overwork because they CAN just charge them...?

Where will this lead???

To write it down once more: there is a house (which is to remain) on the property, 95 sqm of buildable area are still "free". You want to use these for a single-story building attached to the existing building. The existing building naturally also has windows on the side where you want to build. Two things are unclear: whether this extension fits between the existing building and the building limits; and whether you could afford this new building?

Then please upload here two things, namely a section of the development plan with the property, and a description of the room program and other requirements concerning the new house.

Wow, the responses are coming in fast! :-)

A new development plan is currently in progress, where the city planner would take into account and arrange the 95 sqm as I relay to him (alternatively, there is the possibility of a completely separate independent house in the corner, but that would ultimately divide the garden) - so the tendency is toward a bungalow extension to the existing building, which ideally should not be touched.

It would fit 9 m in width and 10-11 m in length, with the northern wide side probably staying in line with the existing building. Along the old building there would be no windows on the west side, but the front south side and east side would be open.
As for rooms, it would be nice to have 3 smaller rooms, 1 bathroom, technical room, and an open-plan kitchen/living area. If necessary, only 2 rooms.
I am modest regarding the equipment, maybe a wood-burning stove.

My daring idea was a simple flat roof, firstly because of fire protection to the balcony of the existing building, secondly because of possible future expansion plans by my descendants, in case the existing building is ever removed....

Hmm, it might be sensible if you make the effort of creating a version that isn't scribbled over and then also spend a few words on the meaning of various positions/representations. Or rather, create a new drawing right away that is clear, perhaps with various colors and an accompanying legend. ;)

And then also upload it as an image file instead of a PDF, so it can be seen immediately.

Yes, he can. Architects may correct me, but to my knowledge the fee for the design phase is based on a cost estimate using standardized values per cubic meter of built space.
