I am now also wondering whether I even need a structural engineer for the building permit. If not, I wouldn’t commission one yet and wait to see who will build it for me. Then they might be able to offer that to me as well.
I found the following in the filling guide for the building permit:
"
Proof of structural stability:
For
- buildings of building classes 1 to 3 and
- other structural installations that are not buildings,
the proof of structural stability must be prepared by a specially qualified person for this purpose,
since this proof is not necessarily to be checked by the building supervisory authority, a testing engineer, or a testing office or certified by an expert in every case.
The authorization to prepare the proof of structural stability in the cases mentioned above
according to Art. 62a para. 1 BayBO
is held by
- persons with a professional qualifying university degree in the field of architecture, structural engineering (within the meaning of Art. 49 para. 1 of Directive 2005/36/EC) or civil engineering with at least three years of professional experience in structural design who are entered in a corresponding list of the Bavarian Chamber of Architects or the Bavarian Chamber of Civil Engineers Building,
- state-certified construction technicians and master craftsmen in the masonry, concrete, or carpentry trades with three years of continuous professional experience and additional qualification within the scope of their building submission authorization (list at the Chamber of Crafts Middle Franconia, § 10 para. 3 ZQualVBau) as well as
- graduates of a degree program in timber construction and interior finishing recognized as equivalent by the Bavarian State Ministry of the Interior for certain timber construction projects within the scope of their building submission authorization.
In application of the four-eyes principle, depending on the building project, an additional verification of the proof of structural stability is required:
For
- buildings of building classes 4 and 5
a verification of the proof of structural stability always takes place; for special buildings, the proof is checked by the building supervisory authority or on its behalf by a testing engineer or testing office, otherwise certified on behalf of the client by an expert (Art. 62a para. 2 sentence 1 no. 1 BayBO).
For
- residential buildings of building classes 1 and 2 and
- single-storey buildings not intended for occupancy or only for the temporary presence of individual persons with unsupported spans of no more than 12 m and no more than 1,600 m 2 area
no verification of the proof of structural stability takes place.
