The calculation basis is the "business value." Due to the construction obligation, the process has a higher value than just the mere purchase of the property. After all, you will now build a house for several hundred thousand euros. This circumstance is accounted for by the flat surcharge of 20%. (It will probably be similar with the real estate transfer tax, right?). That the self-use obligation has a value surprises me, but ... that's probably how it is. Restriction of disposal? No idea ...Mainly, the calculation basis with the added 2x20% and 1x10% makes me suspicious.
