The calculation basis is the "business value." Due to the construction obligation, the process has a higher value than just the mere purchase of the property. After all, you will now build a house for several hundred thousand euros. This circumstance is accounted for by the flat surcharge of 20%. (It will probably be similar with the real estate transfer tax, right?). That the self-use obligation has a value surprises me, but ... that's probably how it is. Restriction of disposal? No idea ...

If you enter the costs for the registration of the land charge amounting to €350,000 into the relevant calculators on the internet, one calculator outputs €1,060 for the notary + €685 for the land registry office.

For the purchase of the property with an amount of €76,000, about €780 for the notary and €330 for the office are incurred.
In total, that amounts to €2,855.

The €500 difference that you have to pay therefore results only from the higher assessed property value.

The construction obligation, self-use obligation and disposal restrictions may be calculated if these are stated in the purchase contract for the property (often when buying from a municipality/city). Take a look at the purchase contract; these terms should be listed.

If that is the case, everything is fine.

The topic also interests us at the moment, as we will probably acquire a plot of land from the city, which also involves a building obligation within two years. Whether a building obligation actually constitutes a higher assessment basis (for notary/real estate transfer tax) is something I would question.

And what does that have to do with the notary cost "problem" of the OP now?

The real estate transfer tax is not affected by this.

You are right. But shouldn't the assessment basis for the notary and the tax office be the same here?

No. This calculation basis is only used to determine the notary fees.

The only surprising thing is the amount (i.e. 2x20 + 10). Have you already asked the notary about that?

The costs for the land register refer to the actual values for the land charge as well as the purchase price (e.g. for [Auflassungsvormerkung] etc).

Basically, the notary has "more" work with these three things.

Many banks/intermediaries usually assume 2% for this stuff.
