I currently live in a rented single-family house. The plot next door is undeveloped, but there are currently plans to develop it. The brick garage stands exactly on the property boundary and is not basemented. The neighbor plans to build with a basement directly on the boundary and had also hired a specialized company accordingly. They wanted to start last week. However, when they arrived, they saw two cracks in the garage and said that it was too dangerous for them and that they would not build a basement here. Subsequently, the neighbor brought my landlord and they discussed whether it was a "settlement crack" or "something serious." Apparently, there was also an employee from a civil engineering company present who is "on first-name terms" with our landlord and said that this was no problem at all and that they could safely add a basement there. The result now seems to be that the neighbor is shortening the basement by 2 meters (the house will still remain on the boundary) in order not to have to dig deeply directly on the property boundary. Should I just sit back and watch what happens? After all, I am not really allowed to do anything?
