as a tenant, you couldn't care less about what happens to the garage. since the landlord has spoken to the civil engineers next door, he definitely knows about the construction project and can occasionally inspect his properties for their condition.
in the worst case, the garage collapses while your car is inside. then there will be a nice legal dispute.
I’ll offer a nuanced yes-and-no here.
Certainly, he can be indifferent about whether the house/garage is damaged during construction. After all, he is not the owner. However, if the damage becomes very large, he might have to accept moving out. The costs for this would then fall on him or would probably have to be claimed through lengthy legal action.
