The basement wall was shuttered and poured with concrete, afterwards it was coated on the outside with a "black" paint. On the paint, thick Styrofoam + drainage membrane was applied. I would have to ask about the basement ceiling.
In any case, as a layman I can say that the moisture in my picture is drawn into the interior through this masonry barrier. Here, snow lay on the barrier on the outside and got inside over the barrier. Because if you lift the barrier on the inside, only it is damp, the concrete floor underneath is dust dry – it has thus fully absorbed moisture...
