Main water pipe through our garden - overbuilding?

the main water pipe for our settlement runs right through our garden without the municipality having an easement. I have therefore tried to clarify the issue with the municipality, but no reasonable solution was offered to me.

Am I now allowed to plant a tree over the pipe or build a garden shed on top of it? Does anyone have experience with that?

But theoretically it's not my problem if the municipality lays a main water line through private land, right? Nothing has been agreed upon in writing.

If nothing is documented in writing, then you can plant whatever you want there. In the worst case, the line breaks exactly there and the municipal utilities show up. Then the garden will unfortunately be dug up, but it will be properly restored. Or an alternative will be sought - for example, to repair the fault around the property.

Certainly all correct. But before the tree destroys everything, you could simply plant it two meters further over...

Or ask them to take their stuff off your land. Would there be an alternative development access road or does the routing of the pipeline seem unavoidable?
