without knowing your house, that sounds more like the value from the Energy Saving Ordinance for a heat pump to me, which is something completely different...

The heating demand initially has nothing to do with the heating system.
You can also build passive houses that only achieve KfW55. They are indeed significantly better in terms of HT, but poor in terms of primary energy demand.

The decisive sentence in the development plan (page 1) is 30 kwh/m²a for primary energy demand (proof according to the Energieeinsparverordnung) and 15 kwh/m²a for heating demand (proof, however, according to PHPP). And the heating demand of the PHPP is calculated differently than that in the Energieeinsparverordnung calculation.

No, that is already the heating demand, which is also included in the KfW calculation of the house.
However, this is not always listed separately.

Still surprisingly low. Without further details or knowledge of the specifics, it doesn't make sense to me at first either. But never mind - it doesn't help the OP anyway.

I would say it is the power demand from the [Energieeinsparverordnung] calculation - otherwise very unlikely
