You will probably only receive the subsidies for all residential units if all residential units are connected to photovoltaic + storage. That means at least a usage obligation, but there will definitely also be minimum requirements for the size of the photovoltaic system and the storage.

I have no idea about the electrical wiring with separate meters for billing between the residential units, but I imagine that is quite complicated.
