Is VSG mandatory for floor-to-ceiling windows on the upper floor or not?

Hello everyone,

I now have to finalize the windows in order to place the order. The question on my mind is whether laminated safety glass [VSG] is mandatory for floor-to-ceiling windows on the first floor or not. On the internet, you find different things; DIN 18008 seems to prescribe something in this direction, but my construction supervisor says that is not correct.

Because of burglary protection on the ground floor, all windows have RC2 with [VSG], but for cost reasons, I actually wanted to omit this on the upper floor.
Only in the children's room am I still hesitating because of safety. But in the other rooms, I somehow can't imagine that someone would hit the glass so hard that all three panes break and someone falls down.

Oh, by the way, outside the windows there will also be bars as fall protection, in case that is important.

Does anyone here know the rules?

If you put up a grid anyway, then you already have your fall protection in front of the window.

Yes, I actually see it the same way. And since the windows can be fully opened, I can't avoid fall protection, even if I were to use laminated safety glass (VSG). So there are no safety requirements regarding VSG, correct?

The police recommend RC2 at the bottom and at least RC1 at the top... if windows are accessible over garage or conservatory roofs, you should also choose RC2 there, otherwise you undermine your burglary protection on the ground floor...

Since the surcharge from RC1 to RC2 is only small... choose RC2 everywhere and save elsewhere ;)

...and did you choose a special glazing in the children's room? ESG inside or also VSG?

Background: Once, during an approaching thunderstorm, the (old) hallway door with a glass insert in the current house was slammed shut. The float glass cracked and a piece of glass about 20 cm in size stuck upright with the tip in the parquet floor directly in front of the door.
I wouldn't have thought such a thing possible...

Whereas simple ESG inside I somehow never found in all the glass configurations. Apparently, no one does that.

Is not mandatory. You cannot compare a window with an interior door from Obi. For an interior door, I would also use ESG in case a child can't stop in time or slams the door. But for a window? The boat has to be able to handle that.
