We would like not to make our half-turned concrete staircase too wide (ground floor to upper floor) in order to gain space in other rooms.

I cannot recommend. According to DIN, however, it is possible.
Unfortunately, I only know the clear room height on the ground floor: 2.47 m
That is already quite low.
The architect now says that the stair size is only an emergency solution and he would make the stair construction wider.
Not really an emergency solution, since it complies with DIN. But not comfortable to walk on. I would also make the staircase more comfortable.
In other areas, our architect tends to exaggerate (older gentleman).
This does not allow that conclusion. What does age have to do with it? Rather more experience, actually.

I see it like the architect, better a bit bigger.
Show us the plan with all details. A stair landing has at least 2 dimensions.
I prefer at least 27/18 and 1 m wide.
