Actually, a plot of land is considered "developed" when it is located on a public road or access is secured and sewage, drinking water, and electricity lines are present on the property. Thus, the conditions for construction are met and development is given. Connections to the sewer and utility lines are usually commissioned and paid for by the builder.

The costs for the house connection to the supply should not be underestimated. For electricity and telecommunications, we pay flat fees between 1000 and 1500€. For water, the municipal utilities really hit hard with 8500€ (plus an additional 6000€ for excavation work for the water on the property). Unfortunately, I did not expect anything like this at all.

Thanks for this info. I already knew that quite a bit would be added. However, I wouldn’t have expected that much.

Connected does not mean connected to the house. For us, the sewer was very expensive. With water and utilities, we were just under 10,000 euros.
