Is emergency opening for blinds on the upper floor absolutely necessary?

Hello everyone.

We visited our soon-to-be neighbors today and took a look at their house.

There I noticed a hand crank (in addition to the electric switch) on a blind on the upper floor.

Our neighbor said that such an emergency opening is mandatory in Lower Saxony!

However, we have not planned anything like that. Or rather, our general contractor!

Are there regulations on when such an emergency opening is necessary and when it is not?

What does it depend on whether we need an escape route or not? Or rather, who determines where the escape route goes?

You need a second one. Staircase is the first. The client decides that. Not every window is suitable

Have a look at the building permit ? If it mentions *escape route*, then you have to install it....just my guess
