Is approval for the construction road necessary?

Hello! The question is already stated above; do we need a permit? It concerns Lower Saxony and our property is located on a private road with shared right of way (3 parties).

The construction road had to be load-bearing for 40 tons in our case, no approval was required (Berlin).
My thought is, can the private road withstand 40 tons, not that your construction company damages it and then you have to have it redone.

Also very interesting is whether (sewer) pipes lie under the street that change their gradient due to the unplanned load...

Only 20 tons are allowed here because the entrance is very narrow. Load capacity is sufficient; the road was newly constructed in 2017. Our property is a garden plot, and the pipes from the main house run from the other side of the street, so there are no pipes on our property.
