Is a kWh heat meter the same as a gas bill?

a question about the heat meter.

We live on the upper floor of a single-family house. We have installed a heat meter with two sensors on the upper floor. Our landlord now deducts this kWh directly from the gas consumption in kWh (as stated on the invoice) and says the remaining amount is the consumption of the ground floor without a heat meter.

Is this calculation correct? Can this be directly compared? Thank you very much for your feedback.

How is this supposed to work? How is hot water prepared and billed? What about the losses in the boiler? The apartment on the ground floor also needs a heat meter.

For hot water, there is a meter on the water storage tank. It calculates in a lump sum how much thermal energy is required to heat the water to 65 degrees. These converted kWh are then added to the thermal energy meter and result in my total heat consumption. The residual value from the kWh gas consumption then represents the landlord's share, the rest is mine. But somehow I feel that apples are being compared to oranges.

Radiation losses of 9% are deducted from the total gas consumption, the remaining kWh gas are then used and my heat kWh are deducted.

I am not an expert, but I would think that he would at least not be in a better position, provided the [Wärmemengenzähler] is not complete junk.
