49 watt deficit means that at design temperature 49W too little heating power is available. By the way, a tealight produces about 30 watts when it burns. So if it gets too cold in the dead of winter, just put two tealights on the edge of the tub :-)

No, that can be solved. The switch will be converted into a wireless switch for the light, constant power will be passed through to the infrared panel, the control will be handled by a wireless thermostat.
