In winter it is cold, in summer it is hot.

I would also build more in the high-quality local style.
Insulate properly for that.

Central ventilation with air conditioning for the hot summer.

I was once told that wood copes best with temperature fluctuations.

No matter what, I would build it the way it is customary in the region. Maybe spend a little more money and, for example, apply seals like a 2K bitumen coating, which also protects against trapped moisture caused by snow on the house wall.
Talk to various suppliers from your construction region.

If you get craftsmen to work with a material unknown to them, mistakes will happen.

That is the most valuable advice one can give on this! I would not build with adobe in Germany either, although apart from the very thick walls it is almost ideal for a good living climate at all outside temperatures.

In my region, multi-story residential buildings are made of concrete. They are good in summer, but in winter it is cold. Therefore, I decided to ask, from an expert's point of view, which is correct. Thank you

I once had a keyboard like that too... Concrete is used in multi-story buildings more because of a favorable price / structural ratio than because of its good climate properties. If you use concrete, you have to pay special attention to the heating and cooling technology, of course that is possible. I feel closer to wood - after all, I also built a wooden house here in Germany.
