I was at a building materials dealer today and discussed with three colleagues. The thermal bridge you mentioned was also mentioned there. It was said that instead of a clinker brick, a perforated brick should first be laid as the bottom row and then the clinker brick set on top.
If waterproof concrete (WU Beton) is used as a basement wall, insulation from the outside is required for the energy saving ordinance. To protect this from above, an additional waterproof protection must be created under the aforementioned perforated brick and the insulation so that drip water from above cannot penetrate the insulation. I have reproduced this variant in the left sketch in the attached file.
In addition, a new variant was introduced, which is allegedly also often installed recently. In this case, the waterproof concrete wall receives an 11.5 cm fore-wall behind its insulation layer as a support for the clinker above. This is said to be the optimal solution, but presumably associated with additional costs. This variant is illustrated by the right sketch in the attached file.
Also discussed was the topic of the air cavity between the clinker and the insulation, which is definitely recommended in connection with water-repellent coated insulation, which is often also referred to/used as cavity insulation.
