Is the insurance already secured?
What conditions does it impose on the object?
Are all costs really covered?
Is the premium fixed?
Has a waiver of termination been agreed upon by the insurance?

The insurance is already taken out, the elemental damage costs in my area an additional €100 annually. The insurances use their own system for this and depending on that, the surcharge varies, and in many flood-prone areas, elemental damage is also not offered for an extra charge.

As I said, it is not a flood zone, flooding only occurs in the case of HQ EXTREM, i.e. dam failure, and then at most 60cm. All the other 100 houses next door have not taken any special measures and most of them even have a basement, which makes the insurance more expensive. One neighbor has no insurance.

Now honestly.. why do you care whether the neighbor has insurance or not? It doesn't matter at all. Your bank will require insurance, so you will have it. No need to waste any more thoughts on it.

The same goes for flood protection. The rules have currently changed so that you have to do something. You can complain about sense and nonsense all you want, find a solution, otherwise there will be no building permit. Quite simple.

Ask architects in your region.

Maybe it’s enough if you build everything truly waterproof up to 61cm. Flood protection doors, no floor-to-ceiling tilt windows, no sliding doors in front of the terrace, maybe no garage either, etc. A local or specialized architect will know that.

You reject everything. What do you actually want to do now? There has to be some kind of final answer from you. Whether it proves itself will then be seen. Your comparison with the others is also pointless. The weather extremes have increased in recent years and probably such a paragraph was only adapted over time to avoid tragedies. If it's always been in there, then just ignore it and build however you like..
