Hi, better play it safe. The climate is changing (proven :cool), there are more and more extreme weather events, including heavy rainfalls. Since not all renaturation measures on rivers and streams have been completed yet, there are still floods, some of which were triggered by regions located significantly above the flood event site. In Münster, no one would have thought a few years ago before the century rain that something like this could happen. In MS, people paddled through the city on air mattresses (YouTube...). Many (timber-framed) houses suffered total damage. No matter what is compensated by insurance, it’s still no fun. Building 61cm higher surely costs a certain amount, but still not "the world" – right?

Just to clarify again: I already have insurance in this location, costing €100/year. I am protected against a hundred-year flood but not against a dam break due to an HQ100 EXTREME event. I simply don’t want to be almost a meter above the garden, and if it ever does rise 60cm inside my house because I don’t have proper coverage, then that might not be the end of the world for a solid house. But to prevent that from happening, I am looking for an affordable solution without raising.

Cheap solutions will certainly not be that easy to find here, otherwise millions would not be invested in flood protection. Water is not called a force of nature for nothing. It simply finds its way. Through every tiny crack.

If it's okay for you that the place is full of water, then implement cheap pseudo-measures in order to be able to build. If you want peace, raise the property.
I have already seen flood damage (fortunately not affected myself). And if after months you still have a damp place, and your furniture is floating away... Believe me, you don't want that.

I think, considering the last few years and looking at how the flood situations have escalated, €10,000 is a good investment. If it were like that here, I would rather spend the €10,000 than possibly be the one with a 1 in 10,000 chance of losing my entire house in the worst case. I would probably think in a few years, "well, I could have saved that money." But I would much prefer that to "if only I had spent the money back then."

Only the authority can inform you about the cheap pseudo measures, what they recognize and what they do not, in order to grant the building permit. Maybe they are satisfied with flood-proof installed building services. And really effective measures are on the one hand very expensive and on the other hand not exactly aesthetically pleasing. But please keep us informed about what you ultimately implement. Good luck with the building permit.
