I have no problem with foreign countries ... (didn't I mention that?)

Hungary, Croatia, etc., also Sweden, Norway, Finland (of course further north, not in the south then) .. The prices are basically cheaper everywhere than here. And you have more land

By electricity, I didn’t mean the connections but possibly empty conduits, cables/wires, sockets, switches, etc. I have been told that also costs something.

Oh, that's what you meant now. Yeah, of course, it can't be neglected when it comes to prices for metals & co. If it reassures you: Nothing concrete is planned (so far) and if it gets concrete, it's not a big deal if the construction takes a few years... It's a pity, actually, that this apparently can't be realized like that in Germany. Damn bureaucracy. I curse it every day anew.

Well, not just bureaucracy. Just sealing a basement can cost you half your budget in materials, depending on the property..

Is it possible to build a house for 3-6 years without the already erected building fabric suffering? Normally, people are eager to have the building envelope sealed before winter. And then I once saw a documentary about house constructions that were interrupted in between (troubles with the contractors) and so on, and it said that damage occurred just because it was left standing, or that it might even have to be partially demolished?

Sure... bureaucracy in Germany is so sh**, and that's why most emigrants return to Germany!

First inform yourself: other countries also have their - if not worse - regulations. In the southern countries they can also gladly change spontaneously - it always depends on the amount you are willing to pay a corrupt person.
