The financial advisors I have been in contact with so far have all advised against signing before approval. I have paid for the land and so on myself so far. I don't know if that makes a difference.
Cheese with the building permit. Normally has to be submitted afterwards. It is not the rule that you only get the loan agreement after the building permit or can sign it then.
Otherwise, no payments could be made to the general contractor until then, and in almost all payment plans a payment is due beforehand.
May actually be the case in your situation. But it is certainly not the rule
