We get it fully electric, on off via an extra light switch with LED, so you can see if it is on or off. Advantage, it heats up incredibly fast, and only uses electricity when really needed. At half past three in the morning a cold bath doesn't bother me at all on 10.2. At 7 I want it warm quickly. Karsten

Why do you think it won't get warm enough in winter? I don't understand. You are currently installing the latest heating technology, desired temperatures are taken into account during the design.

At half past three in the morning you won't have a cold bath anymore. Even without the KFW standard, night setback is outdated.

No idea, that's why I'm asking if it's enough in the cold winter, like underfloor heating in the bathroom, without freezing when you're naked, especially for small children to bathe

Then you take a good fan heater for 50 euros for the 5 minutes of drying.

If you tell the planner you want a bathroom at 24°C, he will deliver that.
In the worst case, he will say the floor heating can't be packed any tighter, he can't achieve the temperature with the small floor area, and then recommend other measures like a wall heating or other additions.

What was approved? The builder is responsible for ensuring that what was approved is also built.

The approval of a house with insulation does not exempt you from simply leaving out the insulation.
