In my (lay) opinion, it is an interplay between the heating system and radiators or loops. If you build according to the 2009 Energy Saving Ordinance, you save 15%; if you build KfW70, you save 30%. However, as a home builder, you should be clear about this when calculating the financing or when considering what requirements the house should meet for you.

Hello,
A general myth that persists sustainably, like many others by the way. The internet is full of such wisdom! Underfloor heating can be more economical, but also more expensive in consumption. It depends on the conditions. With a heat pump as a heat source, and higher demand, large heating surfaces are unavoidable. That could, for example, also be a WH. With, for example, condensing gas, it is less important. On the contrary, with high demand, an adlibitum heating makes sense here. However, this is only feasible with radiators. Even in extremely well-insulated buildings, radiators become interesting again, even with a heat pump as the heat source!

Please give me a boost: What do the abbreviations Wärmepumpe and WE mean? Gasbrennwert=gas condensing boiler?

Sorry, this often happens to me in a hurry. I will create and insert a text module.

Wärmepumpe - heat pump
WE - heat generator
Gasbrennwert - gas condensing boiler

I ask once again for your assessment.
Message from the site manager:

If the installer supplies simple surface-mounted room thermostats and we have the electrician connect them, there will be cost savings of €595.00 compared to our offer of €6,125.00.
They will simply not match the other switches in the same switch program.
We will install the screed reinforcement (value €400.00).
This would make the additional order amount to €5,530.00 gross.
Without electrical work and screed reinforcement, we would be at €4,725.00 gross, without considering the higher-quality insulation from the heating engineer even at €4,126.69.

How should we evaluate this offer? Where can one save on underfloor heating, and where should one not save? Is screed reinforcement necessary? How important is higher-quality insulation?

Hello,
That cannot be answered at all without further background information. For this, you would need to know the design data. If an offer has been made here, the calculation must be available.
Very important for heat-insulating underfloor coverings, not so much for, e.g., tiles. Furthermore, there is a difference depending on the boundary (ground, outside air, heated or unheated rooms).
