You don’t turn on heaters just to make people warm. Simply not heating a planned heated basement anymore can really backfire. "Insulated glazing" already existed in the 80s. That doesn’t mean anything yet. It’s probably from the year of construction, so 25 years old.

Take a close look at the windows. As long as the frames are good and not warped, you can really just replace the glass. At least if it is still the old insulation glass. Otherwise, you can relatively easily seal small weak points yourself. Missing sealing at the windows, roller shutter boxes, etc. When omitting heating in the basement, make sure there is sufficient air exchange. And then check the basement ceiling insulation. Possibly also consider insulating the top floor ceiling. It would also be possible to work with blown-in insulation there. This is relatively inexpensive, simple, and with cellulose also vapor-permeable. For the heating, you can do a so-called hydraulic balancing now in winter. It takes one season, but after that you never have to touch the heating again. It will be evenly warm everywhere, possibly reduces consumption, and is gentle on the heating system.

OK thank you very much. Is the price for this house actually reasonable? Apart from the window, the bathroom also needs to be renovated because it is no longer modern or nice. The real estate market is currently really competitive, as sometimes houses are offered more than they are worth. I do not have the house yet, I have to submit an offer by email, and only then will the real estate agent decide...

A bathroom "does not" have to be renovated for aesthetic reasons. And only you can decide if the price is OK for you. If it is the right house for you, then make an offer. So much depends on it. Location, appearance, floor plan, plot, children, location, location, plot, garden, location, floor plan, and above all the location... The resident has to feel comfortable. Not us as a community

The seller will probably decide... If the whole thing is "by offer" on a competitive market, in the end you may even have to bid more than the asking price. What is usual in terms of price in the area is most easily found out by following the offers on the common portals for a while.
