Help: Identifying causes of high electricity and water costs

Hello everyone! You have already helped me a lot and I’m trying my luck: We viewed a maisonette apartment for purchase: built in 1993, 4 rooms, 145 sqm, ground floor only stairs from own entrance to the apartment, kitchen-bathroom and guest WC on the 1st floor, attic converted with 2 rooms. Gas unit heating from 2010 and underfloor heating (water), hot water runs through condensing boiler. The following consumption is known from the previous tenant of 3 people: gas 34,500 KWh, installment 220€, electricity 5500 KWh, installment 130€. I find the electricity especially high. The roof is not insulated, wooden windows built accordingly, energy certificate refers to the entire house E (162 KWh), but according to consumption it is 240 KWh. What makes me suspicious are the electricity costs. Could they be reduced by a new boiler? Insulation is difficult with the condominium. We would have to pay for and get approval for internal insulation ourselves. It is also said not to be good because of moisture problems? Does replacing the windows help? I am an absolute layman... This apartment is beautiful, but with monthly fees (200€) electricity and heating 550€ just for additional costs. Or is that normal for this size of living space?

But electricity, and especially gas, I find the consumption strangely high.

The electricity consumption is rather high and does not have to be caused by the apartment itself. Such electricity consumption can quickly add up due to a resident's hobby. It only takes a few computers running constantly. A pottery enthusiast would have had significantly higher electricity consumption with their kiln.

Thank you very much! Can such electricity consumption be caused by a gas condensing boiler and a lot of hot water (showers, etc.)? Possibly by the heating pump? Would that be an adjustment option for us?

I wouldn’t look for the cause there. How much electricity do you use now? Our electricity consumption increased with the computer-shutdown-reluctant, always-leaving-the-lights-on, open-window-heating teenage habits that inevitably developed as the boys grew up.

I find gas more frightening than electricity... we consume 12,000 KWH of gas per year for a 140sqm single-family house...
