The planned window with a width of 120 will probably be too heavy. Otherwise, however, a cost-effective crank will also do.

The problem here, as I have already indicated, is that you can install many windows in a niche but still do not benefit as desired, because the side walls of the stairwell will block the light from reaching the hallway on the upper floor. The stairwell itself upstairs will be bright. On the ground floor, the hallway will not benefit from the window. Moreover, it is located in a funnel shape and also much too far away, namely 3 meters high plus the length of the stairs (3? meters). So diagonally about 4.5 meters?
And it would not matter what kind of window you use there: the railing to the intermediate landing will be roughly 1.50 meters high.
We have not yet discussed the issues of cleaning and ventilation with the architect for the fixed glazing. Therefore, my effort here in the forum to look for alternatives.
We have neighbors who have such a panoramic window on their two-flight spiral staircase on the upper floor (width matches the staircase, almost square). There you can also see the "railing height" on the ground floor, but it is not dark because they have an open staircase facing forward, the reveal is only about 2 meters deep, and floor-to-ceiling windows with open space in the room to the front provide additional light.
By the way, the window is fixed. There are other ventilation options (through openness). Dirt should not be a problem on the north facade since it is not a weather-exposed side. Once a year ladder from the inside and to the garage should be the least problem for a house.
One could also consider a fixed staircase to the attic and then, as you yourself said, roof windows. Those clean themselves from the outside. But even with those, only the staircase will be illuminated. Open steps are practically a must.
Since everything is planned as a whole in a house design, one should already be open inside to further changes, because building in a landing staircase without the ability to install a window within 3 meters of height is, in my opinion, not finalized nor a near-completed design.
However, it is no disgrace to overlook something like that. Then another/new design must be made if you do not want to move the garage further back.
