Well, you only save once with ETICS and that is exactly during production. After that, if you want everything to look good for a long time, you have a lot of work and additional costs. With clinker, you pay only once (even if a bit more), but after that, you have no work and no more costs. But everyone is the master of their own decision.

If after two years it looks like this, wouldn't a notice of defects be sensible and promising?

That is the question I wanted to get to. From my point of view, it is a defect. The other two walls have already been painted a second time and currently look good. What do the experts think?

There are no "visual" defects. A defect is a defect (deviation target/actual). The contractor may rectify the defect. If the rectification involves disproportionate costs (what that is will have to be clarified), he may refuse to carry out the rectification. However, then a reduction in value will be determined and the client will get money back (usually less than hoped, but more than zero).

Note: Of course, the client may also deny that there is a defect at all. Then experts and a court case are needed to determine whether yes or no.

So, report the defect, then please report here about the reaction and the further progress!
