Gravel bed over property boundary - is approval necessary?

Yes, of course we are talking about strip foundations for both slabs here - possibly even slightly stepped.
But secondly, I am really very curious what the architect ("architect"?) will answer to the question "instead of what?",
and first of all, one should not imagine concrete beams like under a prefabricated garage here.

You could also say that apparently you aren't getting moving and then you'll have the mess because you absolutely and carefully must not damage their foundation slab, which will cost you extra. Your own fault.
It was already said further up – people tend to overlook it when they see themselves entirely in the right. But that's not the case. Neighbors are not automatically vultures or parasites just because they ask if they may.
Make yourself clear what it means to live next to neighbors for more than half your life. Behave yourselves, meet on site with a six-pack of beer and the kids under your arms and have a chat on site to relieve the tension.

If you knew the reasons for "not getting a move on," you would surely revise your above words. That we must not damage their base slab goes without saying. Likewise, I do not call my neighbors vultures or parasites, but question why I have to consent. I don’t know why it has to get so personal right away? But seriously, what would you do? The neighbors DEFINITELY WANT TO START NOW and do not want to wait so that we can pour together. Even if we wanted to, we wouldn’t be able to do it faster. They want our written consent by date X that they may gravel.

The answer was given by 11ant. Contact the neighbor's civil engineer and have your foundation slab done at the same time. Otherwise, you will have a cushion overhang on your property. That has to go because you still want your foundation slab. Perhaps another trench is planned for you there, whether for a strip foundation or frost protection. And there you are, digging a meter deep at the foundation slab and having to underpin it at great expense. Does your planning status and contract allow you to have the foundation slab done now?

Unfortunately, we don’t have a building permit yet... otherwise we wouldn’t have any problem with having it done together. By cushioning overhang you mean the overhang of the gravel cushion, right? I understand the problem... then we’ll have to catch that at great expense. So if Plan A "joint slab" doesn’t work, would Plan B "strip foundation 50cm deeper than our slab" also be possible?

The bottom edge of your base slab is a bit lower? How much?

As a compromise, your neighbor should contribute a strip of substructure (gravel packing) 50cm wide along the boundary for your base slab. OK, gravel on your property is the bottom edge of the base slab. You’ll finish the rest later and pour concrete. But honestly, such matters should not be discussed in a forum; as already mentioned here, no irregularities (manholes...) are allowed.
