It is regulated similarly to the initial post, except that with us, counting starts from the first cbm. It's definitely worth it with us despite the cistern, since with regular watering, its 6cbm retention volume can also run out in such heat as the last few days.

The problem with the meter is unfortunately that it must be installed "frost-proof" depending on the regulations. If during construction the supply line to the external meter runs under the screed, there’s not much you can do about it. The objection that we ourselves are interested in having the meter simply dismantled outside in the winter did not count. It’s supposed to be done by an installer anyway, which is complete nonsense. I am interested in the meter staying on as long as possible. If it’s missing, it costs me more. So why should I dismantle the meter, except in winter. The bottom line: we have no meter and just pay the full amount.

yep, that is unfortunately a critical point. Here it’s a matter of luck, depending on which clerk you ask: Our neighbors were simply able to buy a meter at the hardware store for 20 euros, screw it on themselves and then off again, and just report the consumption. That is then deducted from the consumption of the main meter, and that’s it.
We should definitely buy a meter from the municipal utilities (ok, 30 euros would have been fine too) but a technician from the municipal utilities should always come to install and uninstall it. Cost: 2*50 € per year, so you don’t save anything there anymore.

In new construction the garden water taps (there will be 2) are therefore not connected to the normal ring line but to an extra line. The advantage is that we can shut off the garden water in the basement and also install a meter permanently frost-proof.
