It is better to send registered mail without a return receipt. With a return receipt, it is only considered delivered when the recipient has signed. However, if the recipient refuses to accept it, it is not considered delivered and you have no proof at all. The registered mail with delivery into the mailbox is considered delivered when the postman has put it into the mailbox. Whether the recipient takes it out or not is irrelevant. Acceptance cannot be refused, and you have the receipt with the tracking number as proof of delivery.

Generally correct, however, I see no reason why an authority would refuse to accept a registered letter.

Normally, you do not even write to a caseworker, and even if you do, there are always employees in large companies/authorities who take care of the mail.

I have now received the following response:

"The documents from the meeting (Sitzungsprotokoll) were handed over to me yesterday afternoon for further processing. The statement will still be written this week, so that the documents will be sent to the district office by internal mail at the latest on Tuesday. You will then receive a notification from the district office. Unfortunately, I cannot tell you how long this will take. You would have to get in touch with the responsible caseworker for that."

So we are waiting for mail from the district office and will proceed from there.
