Forest soil, how to prepare it for the garden?

I am currently considering how best to prepare our property (Waldboden) for creating the garden. There are several ideas.

1. Remove and dispose of 15 cm (by a company. Cost approx. €7,000).
2. Remove 10 cm. Remove roots and reuse (removal by company, remainder by me. Cost approx. €1,000).
3. Do nothing. Only use and distribute the soil from the excavation of the foundation slab (Cost: €0).

I am currently leaning towards option 2.

Point three. And it needs some fertilizer so that humus can form. We have made our land, consisting of excavated soil, quite arable.

Doesn't removing the soil and putting it back on have any effect? It should have a positive effect too, right?

Well, the soil from the excavation is partly from a somewhat greater depth and therefore without humus, without worms and such. That has to grow first. With some fertilization, it actually goes quite quickly. I got myself wheat fertilizer. It contains N P K Mg. The lawn was mowed with a mulching mower. The bushes and the hedge also got some crumbs of it, as did the ficus and the little trees. Result, everything has taken root, today after almost four years a dense hedge, about 80 cm high, the lawn looks good. Flowers are thriving.

A lot of fertilizer is needed for about 1,500 sqm minus a 13.5 m x 13.5 m house. The question would still be whether it makes sense to remove 10 cm of soil first. To clear it of roots and then redistribute it? Possibly right away with fertilizer.

Depending on the size of the property and the neighborhood: the village youth. If there are no large tree stumps left, just have it plowed, then harrow/cultivate and then have it rolled. Have humus worked in as needed and available. Costs for the young lads a few crates of drinks and some pocket money. Either they are already on their way to fieldwork or the tractor is quickly upgraded, those are just big men's toys anyway. They probably also have the suitable fertilizer for your soil in stock.
