touché! That was my thought experiment: Better to stand safely at the top and stumble at the bottom than the other way around.

In the drawing there is a line in the staircase. So apparently they have different plan symbols in Italy (/ Ticino?).

If the upper floor is indeed planned like this, then you have a problem with the staircase because the stairwell is not big enough. You lose headroom.

There are 18 steps drawn. The riser height is then 17.5 cm. The walking line is then approximately 5.3 m. 5.3/17 = 30.5 cm tread length. It is best to divide this evenly.

You mean because the drawing of the upper floor looks like the red-bordered area of the staircase landing is overbuilt with a ceiling from the upper floor? Unfortunately, it cannot be assigned exactly, as the orientation and scales do not quite match.

But it should then be 5 steps out of 18 = 87.5 cm height, which is taken away from the clear room height.

Yes, that could become very critical with the overbuild in the upper floor. The question is what is supposed to be there in that area .. upper floor turned and area also marked in red.

This is a stepped area; the lower half has normal floor height, the upper half is about 1-1.3 m high, basically a platform. This is not visible in this drawing. The headroom is given.
