According to a calculation found online, this should result in a 27.1 cm tread and 17.4 cm riser with 17 risers, 270 cm clear height, and 295 cm from the top edge of the finished floor on the ground floor to the top edge of the finished floor on the upper floor.

I think it is also better if you do not seek the path through a professional architect, like the 2% (your source??) of those who cannot cope with Ideal-Standard.....why:

A clear room height of 270 cm should correspond to a story height of about 295 cm, so 15 cm more than in my examples. See the staircase at the top right; I think your staircase won't fit so well there.
